Terrace dining room is your best shot, given your stated desires. Call the track and ask for reservations. Air-con to beat the band and great view. Acres of easily accessible free seating is available downstairs. While Haskell Day is typically mobbed (excepting this year), with that event in the rear-view mirror, your concerns are minimized.
