Yes. OK. So how do you level the playing field? How do you fix the racing cesspool? You set up a system where:

1. Vets (private and otherwise) don't/can't inject any animal. Vets can diagnose all they want. But they can't bring pharmaceuticals into the track. If they suggest a horse gets X-23 rocketfuel, that's fine. But they themselves can't do the injecting. Boo hoo.

2. Injections are made only at one central track location by some blessed team of vets in the blockchain.

3. Cameras in the barns.

There. Something like that. The sport saved. No charge.
